Meet Hilary 

Hilary is Executive Director of non-profit FASTLinkDTLA, dedicated to enhancing travel and increasing zero emission mobility innovations, with a core Transportation Management Organization (TMO). Through DTLA Mobility for All, FASTLinkDTLA leads a coalition advocating for equitable infrastructure investments for seniors and people with disabilities. With NCP Mobility, Hilary implements EV carshare mobility hubs.

From 2019 to 2024, Hilary served as California Transportation Commissioner, and CTC Commission Chair in 2020 and 2021, investing over $5 billion annually in infrastructure statewide. She was appointed and re-appointed by Governor Gavin Newsom.

Hilary is a MoveLA Board member, Trustee of LuskinOIC, and former Chair of BizFed (2018).

Hilary holds a BA from Wellesley College and Master in Public Policy from Harvard’s Kennedy School of Government.

She is excited for The Festival Trail’s permanent connectivity to communities throughout LA County with sustainable transit, resilient mobility hubs, active transportation and improved pathways for people with disabilities.
